여기서 왜 over은 불가능한가요 ?

책에서는 If we talk about a short event that happens within a period of time, we prefer during. 이라고 하는데 

잘 와닿지 않네요... 이해 좀 시켜주실분.

찾아보니까 설명이 좀 애매하네. During은 주어진 시간, 즉 16세기 초 중에서도 일부만 나타내고 over는 16세기 초 전체에 걸쳐서를 뜻한다고 함. - dc App

if something happens over a period of time, it takes the whole time. during usually means at (a) point(s) in a period of time. the town was built at some point of time in the early 16th century sounds more convincing than it took the early 16th century to rebuild the town, which is also not impossible.
