This is almost certainly a problem with the bike fit.

If you are needing to move your hands around frequently as you describe, it's likely because the position isn't great and you need to constantly compensate and adjust to be comfortable. Since your triceps primarily extend/straighten your elbow, there are a number of things that could be off and it is impossible to know without looking at your fit. Some things to look at could be:

* Handlebar too far away (need to reduce reach).
* Handlebar too low (need to increase stack height).
* Saddle too far forward or rotated down excessively (places more weight through your arms).
* Handlebar too wide (often prevents shoulders and elbows 'softening' into a relaxed position).
* A combination of the above.

Bike fits when purchasing a bike are often done by the sales person. Whilst they might mean well, a lot of the time these people are not experienced in bike fitting and are using very general principles to fit a bike. I would highly recommend doing some research and going to someone who is more knowledgable and experienced if that was the case. They can assess you for your specific needs.
