심 세틀먼트 모드 이용중이고 rise of commonwealth의 city plan을 이용하다가 도시 업그레이드가 막히고 퍼센트가 몇날 몇일을 자도 고정이라서

Just a few things to check; are those settlements fully populated? Do the settlers all have work and beds/residences? Are all the plots levelling up? Are all the settlers needs being met and what is the happiness like? The last two being below required levels could be preventing the settlement's plots from levelling up and increasing the overall percentage.



인구 꽉찼는지 정착민들이 모두 일과 잠자리를 가지고있는지 모든 플롯이 레벨업 됬는지를 물어보는건 알겠는데
