I am a Korean who has shouldered the duty of national defense through the alternative military service system called social service worker in the Republic of Korea.

 

Currently, the Republic of Korea's social service personnel system is a system that compels citizens who are unable to perform active duty due to physical disabilities to fulfill their duties by forcing them to perform private duties at national administrative agencies.

 

Although the Ministry of National Defense of the Republic of Korea is aware that the social service worker system is in violation of Article 29 of the ILO Convention, it has no intention of abolishing the system.

 

The Ministry of National Defense is spreading the sophistry that it is not violating Article 29 of the ILO Convention by giving Korean men with physical problems the choice of whether to become a soldier or a social worker.

 

Not only that.

 

Social service personnel are a system that imposes the duty of national defense on unhealthy Korean men in a different way.

 

However, the period for which this labor is compulsory is 1 year and 9 months, which is 3 months longer than the period of military service. This is an area that greatly undermines the equity between the military and social service personnel.

 

In addition, the duties of civil servants belonging to various national institutions, welfare workers in nursing homes for the elderly and disabled persons are transferred to social service personnel, and social service personnel are doing unfair work.

 

Social workers are not professionals with specific training. Nevertheless, they are in a lot of trouble as they take over the work of public officials and welfare workers.

 

This is a clear violation of the ilo International Convention and is an area of   civilian work that cannot be considered a substitute for military service.

 

On April 20 of this year, the ilo Convention Act came into force in Korea.

 

At ilo, please help us dig into this reality and change the wrongful language and policy of the Department of Defense.

 

The social service worker system must be abolished, and people with disabilities must be freed from the duty of national defense. 

 

ilo's help is desperately needed to abolish the social service worker system.
