The long hair is not in the hat, it tucks inside the hood and hangs down inside the raincoat. This looks like a jellyfish!

One more thing, the unclear gender design is on purpose. I think of the moon jellyfish as cute but mysterious so I was aiming for a design like that.
I think when you are unsure about whether Mizuki's identity is a girl or a boy it is mysterious- like there is something hidden away from your first impression....ww
