지난 목요일 모스크바는 이전 정부의 몰락 이후 처음으로 탈레반의 정적들을 접대했다. 러시아는 이전에 탈레반 반대자들을 “모스크바 형식” 회담에 초대하지 않았다. 최근 세계정의연구소와 러시아 자유정의당은 탈레반에 반대하는 정치 인사들을 수용하였다. 아흐마드 마수드 아프가니스탄 국가저항전선(NRF) 지도자, 모하마드 모하키크 아프가니스탄 구원을 위한 국가저항협의회 지도부 위원, 파우치아 쿠피, 슈크리아 바라크자이 전 국회의원들이 여러 다른 정치 인사와 함께 회의에 참여해 관점을 공유하고 연설을 했다.
