But I doubt that is the case.

I searched for the image on TinEye. Getty Images have it tagged as "JAPAN - CIRCA 1900: Injecting Pest Bacillus into rats", but that caption comes from the contributor "Buyenlarge", who seems to be essentially an anonymous Internet user uploading old images into the Getty database.

Alamy, another supplier of stock photos, give their source as "LOC" (Library of Congress?). Their photo is not cropped so closely and is hand-labelled "JAPAN - INJECTING PEST BACILLUS INTO RATS 3787.3".

The image was also used on several websites which referred to Unit 731, but they either appeared to be highly unreliable, or failed to load. The unreliable websites were always using the cropped version, which omitted the label about rats.

So the limited evidence available suggests that this is a photo of Japanese research into the plague and is not connected with war crimes.

By the way, let's remember that war crimes are a banned topic on these forums.
