Praise be to Allah who created the creation for his worship and commanded them to be just and permitted the wronged one to retaliate against the oppressor in kind. To proceed:

찬양받기 위해 창조물을 창조하시고, 그들에게 핍박하는 자들을 복수할 것을 명하신 알라를 찬양하노라.


Peace be upon he who follows the guidance: People of America this talk of mine is for you and concerns the ideal way to prevent another Manhattan, and deals with the war and its causes and results. 

이 안내를 따르는 사람에게 평화가 깃들기를: 미국인들이여, 나의 이 말은 그대들을 위한 것이고, 또 다른 9/11를 방지하는 이상적인 방법을 모색하고, 전쟁과, 이유와, 결과를 해결하라.


Before I begin, I say to you that security is an indispensable pillar of human life and that free men do not forfeit their security, contrary to Bush's claim that we hate freedom.

시작하기 전에, 나는 안전이 인간의 삶에서 없어서는 안될 대들보이며, 부시 행정부가 우리가 자유를 증오한다는 주장과는 반대로, 자유인은 안전을 박탈하지 않는다.


If so, then let him explain to us why we don't strike for example - Sweden? And we know that freedom-haters don't possess defiant spirits like those of the 19 - may Allah have mercy on them.

No, we fight because we are free men who don't sleep under oppression. We want to restore freedom to our nation, just as you lay waste to our nation. So shall we lay waste to yours.

No one except a dumb thief plays with the security of others and then makes himself believe he will be secure. Whereas thinking people, when disaster strikes, make it their priority to look for its causes, in order to prevent it happening again.

But I am amazed at you. Even though we are in the fourth year after the events of September 11th, Bush is still engaged in distortion, deception and hiding from you the real causes. And thus, the reasons are still there for a repeat of what occurred. 

하지만, 그대들은 날 놀라게 했다. 우리가 9/11로부터 4년을 보냈음에도 불구하고, 부시는 여전히 파괴하고 싶어하고, 진실에서 숨으려 하고 있다. 그러므로, 여전히 같은 일이 일어날 이유는 존재한다.


So I shall talk to you about the story behind those events and shall tell you truthfully about the moments in which the decision was taken, for you to consider.

I say to you, Allah knows that it had never occurred to us to strike the towers. But after it became unbearable and we witnessed the oppression and tyranny of the American/Israeli coalition against our people in Palestine and Lebanon, it came to my mind. 

알라는 그 건물을 공격하게 할 만한 일들인 우리에게 일어나지 않았을 것이란 것을 알고 계신다. 하지만, 참을 수 없는 상황이 되고 팔레스타인과 레바논에 있는 우리 동포를 핍박하는 미국과 이스라엘을 보고, 우리는 마음을 먹었다.


The events that affected my soul in a direct way started in 1982 when America permitted the Israelis to invade Lebanon and the American Sixth Fleet helped them in that. This bombardment began and many were killed and injured and others were terrorized and displaced.

내 영혼에 직접적인 영항을 미친 일들은 1982년에 미국이 이스라엘의 레바논 침공을 묵인하고 도왔을 때 시작한다. 이 폭격이 시작하고, 많은 사람들이 살해당하고, 부상당하고, 공포에 질리며, 난민이 되었다.


I couldn't forget those moving scenes, blood and severed limbs, women and children sprawled everywhere. Houses destroyed along with their occupants and high rises demolished over their residents, rockets raining down on our home without mercy. 

난 그 피비린내, 살육의 현장을 잊을 수가 없다; 여자, 어린아이 모두가 혼란에 빠진 그 순간을.

사람들의 삶의 터전은 자비없이 로켓에 부셔지고 그들의 모든것을 파괴했다.


The situation was like a crocodile meeting a helpless child, powerless except for his screams. Does the crocodile understand a conversation that doesn't include a weapon? And the whole world saw and heard but it didn't respond. 

위와 같은 상황을 빗대어 말하자면 어린아이가 악어와 마주하는 것과 같다.

악어가 과연 아무런 싸움 없이 대화/타협이란 개념을 이해할 수 있을까?

위와 같은 상황을 세계 사람들은 지켜보며 아무런 반응을 하지 않았다. 


In those difficult moments many hard-to-describe ideas bubbled in my soul, but in the end they produced an intense feeling of rejection of tyranny, and gave birth to a strong resolve to punish the oppressors.

이러한 어려운 상황 속에 묘사하기 어려운 아이디어들이 내 영혼을 체웠다, 그러나 마지막에는 이러한 아이디어들이 강한 거부, 폭정 그리고 이런 불합리한 상황들을 처벌해야한다는 감정들로 생산되었다.


And as I looked at those demolished towers in Lebanon, it entered my mind that we should punish the oppressor in kind and that we should destroy towers in America in order that they taste some of what we tasted and so that they be deterred from killing our women and children.

내가 레바논에 부서진 타워들을 보았을때, 이러한 행위를 자행한 자들을 처벌해야한다고 마음속으로 다짐했다. "미국" 위 상황, 결과들을 만든 "미국"을 똑같은 방법으로 처단해야 된다고 생각했다.

미국 또한 그들의 아이들과 그들의 여자들이 똑같은 혼란을 경험해야만 우리가 경험한 그 무언가를 깨달을 수 있다고 생각하기 때문이다.


And that day, it was confirmed to me that oppression and the intentional killing of innocent women and children is a deliberate American policy. Destruction is freedom and democracy, while resistance is terrorism and intolerance.

그리고 그날, 무구한 여자와 아이들 을 살해하는게 미국이 지향하는 정책이라고 나에게 확신이 섰다.

파괴가 곧 자유이며 민주주의였고 그 (민주주의) 사상들이 실행됨과 동시에 자비없는 테러들이 우리 동포에게 감행되었다.


This means the oppressing and embargoing to death of millions as Bush Sr. did in Iraq in the greatest mass slaughter of children mankind has ever known, and it means the throwing of millions of pounds of bombs and explosives at millions of children - also in Iraq - as Bush Jr. did, in order to remove an old agent and replace him with a new puppet to assist in the pilfering of Iraq's oil and other outrages.

민주주의가 행해진 예로 부시가 이라크에서 아이들을 대량학살, 아이들에게 수천 파운드 폭탄이 떨어지며 자행하던 그 시기, 그 이후에 그의 아들 부시Jr가 또다시 이라크를 침범하여 기름을 빼앗기 위해 자행된 행위들은 역사상 유례가 없던 일이다.


So with these images and their like as their background, the events of September 11th came as a reply to those great wrongs, should a man be blamed for defending his sanctuary? 

이러한 말도 안되는 미국의 과거가 있음에도 불구하고 9.11이 과연 심판의 대상이고 비판의 대상이 되는 것일까? 나는 그저 미국이 자행한 악행에 대해 답을 했을 뿐이다.

Is defending oneself and punishing the aggressor in kind, objectionable terrorism? If it is such, then it is unavoidable for us. 

이런 한 사람의 정당한 방어 행위/ 정당한 반응에 대해서 테러리즘이라고 정의할 수 있을까?

만약 이러한 정당한 행위가 테러리즘이라고 정의한다면 우리에게는 선택이 없이 테러리즘을 강행할 수 밖에없다.


This is the message which I sought to communicate to you in word and deed, repeatedly, for years before September 11th. 

나는 9.11 이전에도 미국의 악행과 미국의 비도덕적 행위를 세계 여러분들과 반복적으로 숙고하여 소통하려 노력했다.


And you can read this, if you wish, in my interview with Scott in Time Magazine in 1996, or with Peter Arnett on CNN in 1997, or my meeting with John Weiner in 1998.

The latter is one of your compatriots and co-religionists and I consider him to be neutral. So are the pretenders of freedom at the White House and the channels controlled by them able to run an interview with him? So that he may relay to the American people what he has understood from us to be the reasons for our fight against you? 

후자는 그대들의 동포이며 그대들의 같은 신도이자 내가 중립적이라고 생각하는 인물이다. 그럼 백악관에 있는 자유의 위선자들과 그들이 통제하는 방송국들이 내가 그와 가진 인터뷰를 방송할 의향이 있을까? 그럼으로서 그가 우리가 그대들과 싸우는 목적을 이해한 것처럼 미국 국민들도 이해시키게 할 아량을 베풀어줄 수 있겠는가?


If you were to avoid these reasons, you will have taken the correct path that will lead America to the security that it was in before September 11th. This concerned the causes of the war. 

만일 그대들이 이러한 이유를 회피한다면 이 전쟁을 만든 원인이 되었던 9월 11일 이전의 보안으로 가는 올바른 길로 가게 될 것이리라.


As for its results, they have been, by the grace of Allah, positive and enormous, and have, by all standards, exceeded all expectations. This is due to many factors, chief among them, that we have found it difficult to deal with the Bush administration in light of the resemblance it bears to the regimes in our countries, half of which are ruled by the military and the other half which are ruled by the sons of kings and presidents. 

그리고 그 결과로 그들은 알라의 은혜로 말미암아 우리 국가들의 지도층, 즉 군부와 왕들, 그리고 대통령들의 아들들이 다스리는 지도부와 거의 흡사하게, 아울러 상상을 뛰어넘는 그 이상으로 부시 행정부는 통하기 어려운 대상이라는 것을 알게 됐다.[53]


Our experience with them is lengthy, and both types are replete with those who are characterized by pride, arrogance, greed and misappropriation of wealth. This resemblance began after the visits of Bush Sr. to the region. 

우리와 이들의 경험은 꽤 오랜 것으로 이 둘은 교만하고, 거만하며, 부를 남용하는 자들로 즐비하다는 공통점이 있다는 것이 부시 시니어[54]가 이 지역들을 순방한 이후 나타난 공통점이다.


At a time when some of our compatriots were dazzled by America and hoping that these visits would have an effect on our countries, all of a sudden he was affected by those monarchies and military regimes, and became envious of their remaining decades in their positions, to embezzle the public wealth of the nation without supervision or accounting. 

당시 우리의 동료들 중 몇명은 미국에 대한 환상을 갖고 그의 순방이 영향을 끼칠 것을 기대하고 있었다. 그러나 뜻밖에도 그는 우리의 왕정들과 군부들의 장기독재를 해오며 공공의 부를 횡령해온 이들의 통치 스타일에 크게 영향을 받은 것과 동시에 이들을 부러워하고 있다는 것을 보았다.


So he took dictatorship and suppression of freedoms to his son and they named it the Patriot Act, under the pretense of fighting terrorism. In addition, Bush sanctioned the installing of sons as state governors, and didn't forget to import expertise in election fraud from the region's presidents to Florida to be made use of in moments of difficulty. 

그리하여 그는 이 독재체제와 자유의 탄압을 그의 아들에게 물려주어 소위 테러와의 전쟁을 벌인다는 목적으로 애국자 법이라는 것을 만들었고. 더 나아가 아들들을 주지사로 임명했고 플로리다 대통령 선거부정을 이용하는 점도 잊지 않았다.


All that we have mentioned has made it easy for us to provoke and bait this administration. All that we have to do is to send two mujahidin to the furthest point east to raise a piece of cloth on which is written al-Qaida, in order to make the generals race there to cause America to suffer human, economic, and political losses without their achieving for it anything of note other than some benefits for their private companies. 

위에 언급했던 모든 것들은 우리가 이 행정부를 자극시켜 미끼로 유인하기에 쉬운 것이었으며 우리는 우리의 무자헤딘 두 명을 동부의 더 먼 지역으로 투입시켜 미국민들로 하여금 인적, 경제적, 그리고 정치적 손실을 자신들의 개인 기업체에 끼치는 약간의 이익을 얻는 것외에는 성취되지 못한 형태의 것으로 만들어냈다.


This is in addition to our having experience in using guerrilla warfare and the war of attrition to fight tyrannical superpowers, as we, alongside the mujahidin, bled Russia for 10 years, until it went bankrupt and was forced to withdraw in defeat.

여기에는 우리가 러시아에게 적용하여 그들로 하여금 10년이나 출혈을 일으켜 파산을 내고 물러가게 했던 게릴라전도 아울러 적용했다는 것을 밝혀두는 바이다.


All Praise is due to Allah.

알라께 찬양을.


So we are continuing this policy in bleeding America to the point of bankruptcy. Allah willing, and nothing is too great for Allah.

그러므로 우리는 알라께서 원하시는대로 미국의 계속적인 출혈을 강요해 그들로 하여금 파산직전으로 몰아부칠때까지 계속 투쟁할 것이며 이는 알라께는 어려운 일이 아니다. 


That being said, those who say that al-Qaida has won against the administration in the White House or that the administration has lost in this war have not been precise, because when one scrutinizes the results, one cannot say that al-Qaida is the sole factor in achieving those spectacular gains. 

이는 바로 알 카에다가 이 행정부를 상대로 승리하였다고 말하는 자들이 이 상황을 제대로 파악하지 못하고 있음을 밝혀두기 위함이다. 알 카에다가 이 대결의 단독승자라는 것이 잘못된 것임을 알게 해주려는 까닭이다.


Rather, the policy of the White House that demands the opening of war fronts to keep busy their various corporations - whether they be working in the field of arms or oil or reconstruction - has helped al-Qaida to achieve these enormous results. 

오히려 이것은 백악관으로 하여금 계속되는 전쟁을 강조해 그들의 이득원인 방위산업과 석유, 혹은 재건사업의 촉진시켜 알 카에다의 목적을 성취시키게 함에 있는 것이다.


And so it has appeared to some analysts and diplomats that the White House and us are playing as one team towards the economic goals of the United States, even if the intentions differ.

그리고 이는 일부 전문가들로 하여금 백악관과 우리가 미국의 경제를 위해 한 팀으로 일하는 것으로 보여지게 함도 있음이다. 물론 그 의도는 다를지라도.


And it was to these sorts of notions and their like that the British diplomat and others were referring in their lectures at the Royal Institute of International Affairs. When they pointed out that for example, al-Qaida spent $500,000 on the event, while America, in the incident and its aftermath, lost - according to the lowest estimate - more than $500 billion.

그리고 이는 영국 외교관들과 다른 사람들이 왕립외교학회에서 지적한 것과 비슷한 개념의 것으로 볼 수도 있으리라. 일례로 그들은 미국이 -최소 대략금액으로- 이 사태로 인해 5억 달러를 지출했을때 알 카에다가 지출한 금액은 50만 달러에 불과했다라는 지적을 했었다.


Meaning that every dollar of al-Qaida defeated a million dollars by the permission of Allah, besides the loss of a huge number of jobs.

이는 곧 알 카에다를 퇴치하는데 드는 돈이 실직되는 것만 제외하고도 알라께서 허락하신 한도내에서 백만 달러가 소요된다는 뜻이다.


As for the size of the economic deficit, it has reached record astronomical numbers estimated to total more than a trillion dollars.

아울러 이는 미국의 경제적 적자 규모를 봐도 1조 달러가 넘는 천문학적 손실이 예상된다라는 셈이다. 


And even more dangerous and bitter for America is that the mujahidin recently forced Bush to resort to emergency funds to continue the fight in Afghanistan and Iraq, which is evidence of the success of the bleed-until-bankruptcy plan - with Allah's permission. 

여기에 미국에게 더욱 쓰라리면서 위험한 것은 알라의 허락하심으로 이러한 무자헤딘이 부시로 하여금 아프가니스탄과 이라크의 이중전선에의 긴급자금지원이란 대책까지 이끌어 냈다는 것이고 이는 우리의 파산되기까지의 출혈이란 전략을 성공적으로 진행되고 있음을 증명하고 있음이다.


It is true that this shows that al-Qaida has gained, but on the other hand, it shows that the Bush administration has also gained, something of which anyone who looks at the size of the contracts acquired by the shady Bush administration-linked mega-corporations, like Halliburton and its kind, will be convinced. And it all shows that the real loser is… you.

이것은 알 카에다의 소득으로 보여지는 것도 사실이나, 한편으로는 부시 행정부의 소득이기도 한 것이다. 단지 이 결과로 그늘진 부시 행정부와 밀착한 할리버튼과 같은 대기업이 얻어든 대형 사업계약만을 주목하는 사람들에겐 이 전쟁의 진정한 패자는 당신이구만.이라고 할 수 있겠으리라만.


It is the American people and their economy. And for the record, we had agreed with the Commander-General Muhammad Ataa, Allah have mercy on him, that all the operations should be carried out within 20 minutes, before Bush and his administration notice. 

우리의 목표는 미국인들과 그들의 경제이다. 공개적으로 언급하자면 우리는 행동책임자 무하마드 아타 [56]와 부시와 그의 행정부가 눈치채기 전에 20분안에 해결해야 한다는 것에 동의하였다.


It never occurred to us that the commander-in-chief of the American armed forces would abandon 50,000 of his citizens in the twin towers to face those great horrors alone, the time when they most needed him.

우리에게는 적어도 미군의 군 통수권자가 그의 국민들이 그를 필요로 할때 있지 않았다는 사실 즉 쌍둥이 빌딩안의 5만명의 그의 시민들이 홀로 그 공포를 당해야 하는 실수는 일어나지 않았다. 


But because it seemed to him that occupying himself by talking to the little girl about the goat and its butting was more important than occupying himself with the planes and their butting of the skyscrapers, we were given three times the period required to execute the operations - all praise is due to Allah.

하지만 적어도 그에게는 비행기들이 마천루들을 들이받는 것에 골몰해있기보다는 어린 소녀와 함께 염소가 서로 들이받는 것에 대해 얘기를 나누는 것이 더 중요해있었기 때문일지도 모르리라. 우리에겐 이 작전을 세번씩이나 더 세밀하게 실행할 수 있는 기회가 주어진 것이다. 이 모든 것으로 인해 알라께 찬양을 드리리.


And it's no secret to you that the thinkers and perceptive ones from among the Americans warned Bush before the war and told him: "All that you want for securing America and removing the weapons of mass destruction - assuming they exist - is available to you, and the nations of the world are with you in the inspections, and it is in the interest of America that it not be thrust into an unjustified war with an unknown outcome." 

그리고 이것은 미국인들 가운데 존재하는 일부 지각있는 사람들과 통찰력을 가진 인물들이 부시로 하여금: "당신이 미국을 지키고 다른 국가들과 함께 조사를 벌이고 있는 대량살상무기를 -그것들이 있다는 가정하에- 제거하고자 한다는 것이지만 불확실한 결과를 일으킬 정당성이 없는 전쟁에는 개입하지 않는 것이 미국의 입장이다."라는 경고를 했었다는 것 역시 만인이 알고 있는 사실이다. 


But the darkness of the black gold blurred his vision and insight, and he gave priority to private interests over the public interests of America. 

그러나 그에게는 검은 금[57]의 어두움에 시야가 흐려지고 현안이 없어졌고, 자신의 개인적인 이득을 공공의 이익에 우선했다.


So the war went ahead, the death toll rose, the American economy bled, and Bush became embroiled in the swamps of Iraq that threaten his future. He fits the saying "like the naughty she-goat who used her hoof to dig up a knife from under the earth".

결국 전쟁은 진행되었고 사상자는 늘었으며, 미국의 경제는 출혈이 심화되고, 아울러 부시는 이라크라는 늪에 얽매여 그의 미래까지 위협받는 지경에 이르렀다. 과연 그에겐 "암염소가 굽 있는 발로 땅 밑에 묻힌 칼을 파낸다."라는 말이 어울릴 지경이다.


So I say to you, over 15,000 of our people have been killed and tens of thousands injured, while more than a thousand of you have been killed and more than 10,000 injured. And Bush's hands are stained with the blood of all those killed from both sides, all for the sake of oil and keeping their private companies in business. 

이러므로 나는 그대들에게 우리 인원 1만 5천명이 죽고 수만명이 부상할 동안 그대들은 수천이 죽고 1만명이 넘는 부상을 치뤘다. 이 모든 것이 석유와 그의 개인기업의 상업활동을 위하여 양쪽의 인명의 피를 그 손에 묻힌 부시에게 있다.


Be aware that it is the nation who punishes the weak man when he causes the killing of one of its citizens for money, while letting the powerful one get off, when he causes the killing of more than 1000 of its sons, also for money. 

이 나라(미국)는 돈 때문에 자신들의 자녀들 수천명을 죽인 강한 자는 도주하게 하고 돈 때문에 자신의 시민들 몇을 죽이는 약자는 징벌하는 국가인 것을 명심해야 할 것이다.[58]


And the same goes for your allies in Palestine. They terrorize the women and children, and kill and capture the men as they lie sleeping with their families on the mattresses, that you may recall that for every action, there is a reaction.

이것은 팔레스타인의 그대의 동맹국들도 마찬가지이며. 그들은 여성들과 아이들을 공포에 떨게 하고 가족들과 함께 침대에서 잠든 남성들을 잡아가거나 죽이는 것을 일삼던 자들이며 이에는 응분의 보응이 따를 것이다.


Finally, it behooves you to reflect on the last wills and testaments of the thousands who left you on the 11th as they gestured in despair. They are important testaments, which should be studied and researched. 

끝으로 그대들은 11일에 남겨져 절망에 허덕이는 남은이들의 증언과 유언에 대해 심사숙고해야 하는 의무를 가졌다.


Among the most important of what I read in them was some prose in their gestures before the collapse, where they say: "How mistaken we were to have allowed the White House to implement its aggressive foreign policies against the weak without supervision."

It is as if they were telling you, the people of America: "Hold to account those who have caused us to be killed, and happy is he who learns from others' mistakes."

And among that which I read in their gestures is a verse of poetry. "Injustice chases its people, and how unhealthy the bed of tyranny."

아울러 또 그들의 쓴 시 가운데 "불의는 그들의 백성을 추격하고, 폭정의 침상은 얼마나 불결한가?"란 것도 있었다.


As has been said: "An ounce of prevention is better than a pound of cure."

이는 "한 되의 대비가 한 말의 치료보다 낫다."라는 격언과 같다.


And know that: "It is better to return to the truth than persist in error." And that the wise man doesn't squander his security, wealth and children for the sake of the liar in the White House.

아울러 "잘못을 고집하는 것보다 진실로 회귀하는 것이 더 좋다"는 것과 현명한 자는 백악관의 공갈꾼을 위해 자신의 안전과 부와 자녀들을 낭비하지 않는다는 것을 알아야 할 것이다.


In conclusion, I tell you in truth, that your security is not in the hands of Kerry, nor Bush, nor al-Qaida. No.

결말로 내가 그대들에게 말하는 사실은 그대들의 안전은 부시나 케리에게 있는 것이 아니고, 알 카에다에게 있는 것 또한 절대 아니다.

오해할 수 있기에 강조하지만. 이 글은 빈라덴 찬양글이 아니고, 이슬람 찬양 글도 아님.  나는 엄격한 도덕적 잣대를 가진 사람이라 그게 세상에 불가능하다는 것을 잘 알지만,
