Actually, I think its more an expression of the relative power bases. Destroying Pentex would require a war, wiping them out across all across the globe. Its not just a matter of assassinating the board - thanks to Pentex's organizational "philosophy" - there are countless potential successors who could replace them. To truly get rid of Pentex, you'd have to burn the company to the ground, and salt the earth.


And the werewolves just don't have that in them any more. They're second-tier players (at best). Oh, sure, they can hang on, lurking in the shadows of human civilization for generations - maybe even indefinitely. But they no longer have the allies, the manpower, or the resources to act on a planetary scale. And like cancer, you'd have to completely wipe out all of Pentex, or it'd just grow back. . .


The Technocracy, on the other hand, is also a dominant world-spanning conspiracy. They've got the financial wizards to track down Pentex's hidden assets, the re-educational resources to purge the company's tainted philosophies, the cyborgs and freaky mutants to go toe-to-toe with Pentex's monstrous mercenaries. If Pentex wants a war, the Technocracy can give it to them.


So its really a matter of perspectives. The Garou can't win. Sure, they're supernatural apex predators, with their own magical Gifts. But even at their height, they'd have been ill-equipped to deal with such an urban-based threat. And in the present day, such a war would be suicidal. So, Werewolf: the Apocalypse describes Pentex as an unstoppable threat . . .because the Garou can't stop it. The Technocracy could, though - the cost-benefit analysis just isn't there yet - so Pentex is presented in Mage as less of a threat.
