Democrat Joseph R. Biden was certified as president-elect on Monday in Electoral College voting across the nation, one of the final legally mandated steps before his inauguration on Jan. 20.

California’s slate of 55 presidential electors put Mr. Biden over the threshold of 270 electoral votes needed to win. He has received a total of 306 electoral votes to President Trump’s 232.

Six bitterly contested battleground states also cast their electoral votes for Mr. Biden, with some electors getting police protection and Arizona’s delegation meeting at an undisclosed location, reflecting the mood of the divided nation and the frustration of Mr. Trump’s supporters.
