2. 개요 : (CID 보고서 51-O-78-A의 색인 A를 참고). 1950년 11월 3일 오전 178공수연대 전투단 소속의 모리슨 이병과 7명의 사병은 북한 평양 근교의 주둔지를 출발해 한 마을에 도착했으며 이곳에서 북한군 군복을 입고 있는 민간인을 발견했다. 모리슨은 그 사람이 북한인민군의 탈영병이라고 진술했다. 그는 무장을 하고 있지 않았다. 손더스 일병이 그에게 45구경 권총 두 발을 발사했으며 모리슨 이병은 총검으로 찔렀다. 그 민간인은 이때 입은 상처로 사망했다.



같은 날 오후 모리슨과 7명의 사병(이 중 두 명은 오전의 수색조에도 속해있었다)과 함께 다시 공산군을 찾는다는 구실로 주변 마을들을 돌아 보았다. 이 과정에서 모리슨은 여섯 명의 한국 민간인을 총으로 쏜 뒤 총검으로 찔렀다. 다른 사병 두 명도 각각 한국 민간인 두명을 쐈으며 그 뒤 모리슨이 총에 맞은 민간인들을 찔렀다. 이들은 수색은 사전 허가를 받지 않았다. 모두 남성인 민간인 아홉명이 살해되었다.



2. Facts : (See Tab “A”, CID Report 51-O-78-A). On the morning of 3 Nov 50 a Pvt Aubrey L. Morrison and seven other EM of the 178th Abn RCT left their area near Pyongyang, North Korea, and proceeded to a Village where they found a civilian who had among his effects a North Korean uniform. The EM were told that the civilian was a deserter from NKPA. He was not armed. Pfc Saunders shot the civilian twice a caliber .45 postol and Morrison bayoneted him. The civilian died from such wounds.



On the afternoon of the same day Morrison and seven EM(two of whom had been present in the morning group) again went to other outlying villages, assertedly in search of communists. During this trip Morrison shot and then bayoneted six Korean Civilians. Two other EM each shot Korean civilians and Morrison proceeded to bayonet them also. None of the soldiers were on authorized patrol. Nine civilians, all men, were killed.

2) 미 해병대와 미 10군단 헌병대의 사례

2. 1950년 11월 3일, 미 해병대를 태우고 원산을 출발한 기차가 덕원(德源)에 정차했을 때 해병대원 중 일부가 전화선 작업을 하던 철도 신호원들을 아무 이유 없이 총으로 쐈다고 한다. 철도원 한 명이 허벅지에 총을 맞아 현재 치료 중이다.



3. 1950년 11월 10일, 10군단 헌병대의 차량과 사병(이 기차에 장교는 타고 있지 않았다)을 태우고 10시 30분에 원산을 출발한 기차에서 탑승한 헌병대원들에 의해 다음과 같이 타당한 이유도 없고 불필요한 사건이 발생했다고 한다.



a. 13시 25분 경, 용훈 근처의 야산에서 지게를 지고 산을 오르던 한국인이 한 명이 총을 맞았고 사망한 것으로 추정된다.



b. 용훈 근교에서 14세 정도의 한국 소년 한 명이 기차에 손을 흔들다가 총을 맞았다. 그는 양 손을 모두 치켜들고 있었는데 사망한 것으로 추정 될 때 까지 사격이 계속되었으며 이 사건은 13시 30분경에 일어났다.



c. 16시경 야산에 서서 기차가 지나가는 것을 구경하던 한국 남성이 사격을 받았으며 사망한 것으로 추정된다.



d. 밭에서 일하던 7명의 한국 여성과 어린이, 그리고 노인이 사격을 받았다. 모두가 그 자리에 쓰러졌으며 그대로 있었다. 이 총격의 결과는 알 수 없다. 장소는 알 수 없으며 사건 발생 시각은 16시 05분경이다.



e. 의류를 짊어 지고 가던 한 한국 남성이 사격을 받았고 사망한 것으로 추정된다. 장소는 알 수 없으며 사건 발생 시각은 16시 30분 경이다.



4. 한국군 수송장교와 영어로 말하고 쓰고 읽는 것을 유창하게 하는 그의 부관이 중간에 기차를 세우고 미군들에게 민간인에게 총을 쏘는 것을 멈추고 그러기 싫거든 민간인들을 쏘지 말고 차라리 자신들을 쏘라고 항의했다. 그러나 미군들은 한국군이 상관할 일이 아니며 만약 그들이 공산당이거나 또는 공산당에 동조하는 것이라면 북쪽으로 가버리던지 아니면 ‘자신들의 전우를 죽인 자들과’ 똑같이 당해 보라고 대답했다.


기차에 타고 있던 다른 한국군 장교들은 아무것도 도울 수가 없었으며 부끄러움과 불쾌감 때문에 고개를 숙였다고 한다. 이 기차에는 부사관 한 명이 인솔자로 동승하고 있었으나 사병들의 행동을 막기 위해서 아무런 조치도 취하지 않았다.



2. On 3 Nov 50 a train out of Wonsan bearing US Marines stopped at Dukwon and some of the marines, without any provocation being noted, allegedly began firing weapons at railroad signal men who were working on the telephone lines. One worker was hit in a thigh and is presently hospitalized.



3. On 10 Nov 50 a train out of Wonsan, leaving there at 1030 hours, and bearing vehicles and enlisted men(no officer accompanying them) of X Corps Military Police unit had the following incidents allegedly performed by members of this group, all of which apparently were unprovoked and uncalled for :



a. A Korean man walking up a mountain side near Yonghoon, carrying an “A” frame, was shot and apparently killed, at about 1325 hours.



b. A Korean boy, age about 14 years, near Yonghoon, waving his hand at the train, was fired upon. He raised both hands above his head, firing continued till he was apparently killed, at about 1330 hours.



c. A Korean man standing on a small hill watching the train pass was fired upon and apparently killed, location not given, at about 1600 hours.



d. Sev(en) Korean women, children a(nd) old men working in a field were fired upon. All fell flat and remained that way. Effect of fire not known. Location not given, at about 1605 hours.



e. A Korean man carrying a bundle of clothing on his back was fired upon and apparently killed, location not given, at about 1630 hours.



4. The KA Transportation Officer and his aide, who is a well educated person fluent in speaking, reading and writing the English language, stopped the train at one point and remonstrated with the men, asking them to cease these sort of action, or to shoot them instead of these people. The reply was, in effect, that it was none of their(the Korean’s) business and that if they were, or liked, Commies they should go north or get the same thing thing they (the MP’s) were giving people “who had killed their buddies”. Other Korean officers on the train were helpless to do anything and hid their faces in shame and disgust. The Military Police on this train were apparently in charge of a non-commisioned officer, who did nothing to stop their activities.
