In 1965, Col A is an Air Force senior staff officer at NORAD [NORth American Air Defense Command], which is involved in a policy fight with USAF. NORAD is a joint command with USAF, US Army, USN, and RCAF elements.

The chief bone of contention was control of the daily operation -- CINCNORAD or CG ADC [Air Defense Command]. Negotiation with ADC and USAF stretched out over three years.

제일 큰 이슈는 NORAD 총사령관과 방공사령부 사령관 둘 중에 누가 평소 운영통제 책임자가 되느냐였습니다. 미 공군과 방공사령부 측과의 협상은 3년 넘게 이어졌습니다.


 

We reached an impasse in the fall of 1965. The Joint Chiefs of Staff were to resolve the impasse. We started to devise a briefing to present the NORAD side.

1965년 가을에 협상은 교착상태에 빠졌죠. 이를 해결하기 위해 미 합동참모본부에서 최종 결정을 내리기로 했습니다. 우린 NORAD 입장을 대변하기 위한 브리핑을 준비하기 시작했죠.

 


Months of 18 hour days and Saturday and Sunday work went into the briefing. … We had the blessing of every senior officer in NORAD including General (4 star) [CINCNORAD]. [CINCNORAD] had actively participated in preparing the briefing and had given every word his personal approval!

몇 달 내내 하루 18시간씩, 그리고 주말을 희생해서 브리핑을 준비했습니다. 우리 브리핑은 NORAD 총사령관(4성장군)을 포함한 모든 선임 장교들의 재가를 받았습니다. NORAD 총사령관께서도 직접 브리핑 준비에 참여하셨고, 단어 하나하나까지 살펴보며 만족해하셨습니다.

 


Came the time to brief the JCS.

My boss … went on leave.

제 상사는…휴가를 내고 사라졌습니다.


 

That didn't bother me much. My troops and I had done almost all of the work anyway -- if [boss] didn't relish the hot seat, I would take it.

전 크게 신경 쓰지 않았죠. 어차피 저랑 제 부하들이 거의 모든 일을 다했었거든요. 상사가 책임을 지기 싫다면, 제가 기꺼이 대신하겠다는 마인드였습니다.


 

[We] arrived in Washington. Lt Col [JCS Aide] checked our names and passed us into the "Gold Room". I gave our briefing.

저흰 워싱턴에 도착했습니다. 합동참모본부 부관인 중령 한분이 저희 이름을 확인했고, “골드 룸”으로 들여보내줬습니다. 전 브리핑을 시작했습니다.

 


I didn't get very far before General Curtis LeMay [then USAF Chief of Staff] started in on me.

시작한지 얼마되지않아 커티스 르메이 장군(당시 공군참모총장)이 절 압박하기 시작했습니다.


 

"I can't understand [CINCNORAD] sending an officer to brief us who doesn't know his business. This guy has absolutely no understanding of the Air Force's position or capability. He has no appreciation of USAF policy or of how we work with the other services."

“브리핑을 하는데 자기 분야에 대해 무지한 장교를 보낸 NORAD 총사령관을 대체 이해할 수 없군. 이 친구는 공군의 입장이나 작전수행능력에 대해 아는게 없어. 공군의 정책이나, 다른 조직들과의 협력 절차에 대해서 아무 것도 몰라.”

 


This went on throughout the two hours I was briefing. It was unexpected. All I could do was simply stand there until he had finished a particular tirade and then say "Nevertheless, sir, the facts are" and continue.

제 브리핑 두 시간 내내 이런 식이었습니다. 이건 예상치 못한 상황이었죠. 제가 할 수 있는건 오직 그의 성난 발언이 끝날 때까지 기다리다가, “그렇지만 장군님, 이 자료들을 보시면…”이라하며 다시 브리핑을 이어나가는 것 뿐이었습니다.

 


The room was cleared after the briefing except for the service and JCS action officers. [We] repaired to the office of the JCS action officer, a Navy Admiral who had been [Mrs A]’s and my next-door neighbor but one at Norfolk. It was about an hour before he showed up.

브리핑이 끝난 후, 합동참모본무 실무 담당관과 참모총장들을 제외하고 전원 퇴실했습니다. 저흰 합동참모본부 실무 담당관 한 분의 집무실로 피신했습니다. 노퍽에 있었을 때 옆집 이웃이었던 해군 제독의 집무실이었죠. 그가 오기까지 한 시간 정도 기다렸습니다.


 

He reported that LeMay had continued his attack on me and my briefing in the closed JCS discussions. Finally he got so bad that the [CNO] had said "Curt. If you don't want that young man in the Air Force, I have a uniform in my closet that will fit him".

제독에 의하면, 커티스 르메이 장군은 합동참모본부 회의 중에도 저와 제 브리핑에 대한 공격을 계속 이어나갔다고 했습니다. 어찌나 심했던지 결국엔 해군참모총장이 이렇게 말했다더군요, “커트, 저 젊은 친구를 공군에서 내쫓고 싶다면 언제든지 말하게, 내 옷장에 저 친구에게 딱 맞을 군복이 한 벌 있네” (CNO: Chief of Naval Operations)

 


A similar comment by … [the] Commandant, Marine Corps whom I later met at a cocktail party when I was working for SDC.

해병대 사령관도 비슷한 말을 했다고 들었습니다. 훗날 제가 SDC에서 일할 때 칵테일 파티에서 만났죠. (SDC: 국방통신 장관?)

 


General … (Chairman, JCS) said to his Chief of Staff "Get that young man's name. I want him on my staff".

합참의장은 자기 참모장에게 이렇게 말했다더군요 “저 젊은이 이름 알아오게. 내 참모로 쓰고 싶네.”

 


The JCS approved the NORAD position. I, an Air Force officer, was now in the unfortunate position of having won an argument with the United States Air Force Chief of Staff!

합동참모본부는 NORAD 손을 들어줬습니다. 안타깝게도 전 공군 장교로서 공군 참모총장을 이겨먹은 놈이 된거였죠.


 

About 1800 hours, … I prepared to depart and go back to Colorado Springs. A 3 star Air Force General stuck his head in the door (I still have no idea who he was but I remember him as about 6'4" with shoulders so wide he had to go through doors sideways).

1800시쯤, 전 콜로라도 스프링스로 돌아갈 채비를 하고 있었습니다. 갑자기 웬 공군 3성 장군이 사무실 속으로 머리를 빼꼼 들이밀었습니다. (아직도 그가 누구였는지 모르지만, 키 대충 193cm에 어깨가 하도 넓어서 문을 들어갈때 옆으로 지나가야했습니다)

 


"Col A. The old man (General LeMay) wants to see you. I don't know whether he wants to compliment you on your presentation or kick you out of the Air Force."

“대령 A. 어르신 (커티스 르메이 장군)께서 자네를 보고 싶어하시네. 자네 브리핑에 대해 칭찬을 하려는건지, 공군에서 쫓아내려는건지 나도 잘 모르겠어”

 


"Well, we wont know unless we go find out, will we?"

“뭐, 직접 가봐야 알지않겠습니까”

 


And, escorted by a three star general, I went up to General LeMay's office.

그래서, 3성장군 에스코트 하에, 전 커티스 르메이 장군의 집무실로 향했습니다.

 


His office was about a block from the elevator. Talk about your 15 minutes of fame! As we walked down the hall, every door opened. Two to three people (I have never seen so many stars in such a short time in one place) stuck their heads out of every door, watching us from the elevator to the door of General LeMay's office.

장군의 집무실은 엘리베이터에서부터 거의 한 도시 블록만큼 떨어져 있었습니다. 15분의 명성이라 했던가요. 우리가 복도를 지나갈 때, 열리지 않은 문이 없었습니다. 각 문마다 두세명이 머리를 빼꼼 내밀며 우리가 엘리베이터에서부터 장군 집무실 문 앞까지 걸어가는걸 지켜보았습니다. (한 곳에서 그 짧은 순간에 그렇게 많은 별을 본건 처음이었습니다)


 

I stepped in and, in my very best OCS manner, saluted and said: "Sir. Col A reports to the General as ordered.”

집무실 안으로 들어가서 사관학교 시절 느낌을 최대한 살려 경례하며 말했습니다 “장군님, 대령 A, 호출받고 왔습니다.” (말투 어색하면 ㅈㅅ이제 군대 시절 가물가물함)


 

I must confess to being a bit nervous!

두렵지 않았다고 하면 거짓말이겠죠.


 

General LeMay: "I guess you know that some very complimentary things were said about you after you left the Gold Room."

커티스 르메이 장군: “자네가 골드 룸을 나간 뒤 그 자리에 있던 여럿이 자네를 꽤나 칭찬했다는걸 들었겠군”

 


"Yes sir."

“예 그렇습니다”

 


"I want you to know that you got caught in a policy dispute. You were between a rock ([CINCNORAD]) and a hard place (me). Be assured that your career in the Air Force has not been damaged."

“자네가 정책싸움 중간에 휘말린 것 뿐이라는걸 알았으면 하네. 나와 NORAD 총사령관 사이에서 새우등 터질 뻔한 위치였던거야. 공군에서의 자네의 커리어에 불이익은 없을 것이라는걸 확인시켜주고 싶네.”

 


"Thank you, sir".

“감사합니다”


 

"Now I want to know what you really think about this matter."

“자, 이젠 이 주제에 대한 자네의 솔직한 의견을 듣고 싶군”


 

"Sir. I think you have been poorly advised by your staff."

“참모들로부터 아쉬운 조언을 받으신 것 같습니다”

 


"I see. Thank you Colonel".

“그렇군. 고맙네 대령”

 


And I saluted and left.

그리고 전 경례하고 그대로 나왔습니다.


 

As I walked back down the hall to the elevator, heads stuck out of every door, swiveling as I walked by!

다시 복도를 지나가며 엘리베이터로 걸어갈 때, 또다시 문 밖으로 머리들이 빼꼼 삐져나와 절 쳐다보았죠.


 

All this had taken place on a Friday. [CINCNORAD] had given us his executive jet and pilot to take the briefing to Washington. [We] got on the plane and flew back to Colorado Springs, arriving in the wee hours of the morning. There was a message awaiting us at the flight desk -- I was to report to [CINCNORAD] at 6 a.m. the next morning.

이 모든 일이 금요일 하루 동안에 일어난 일이었죠. NORAD 총사령관님은 워싱턴 브리핑을 위해 저희에게 전용기와 파일럿을 빌려줬었습니다. 저흰 전용기를 타고 토요일 아침 새벽에 콜로라도 스프링스에 도착했고, 데스크에서 메시지를 하나 받았습니다. ‘토요일 0600시에 NORAD 총사령관께 보고드릴 것’

 


I went in. [CINCNORAD] had been called by about everybody who had been in the Gold Room except General LeMay. He had a complete report on the briefing but wanted to know what had gone on in LeMay's office.

전 총사령관님 집무실로 들어갔습니다. 총사령관님은 이미 브리핑 당시 골드 룸에 있던 모든 사람들로부터 전화를 받았다더군요. 르메이 장군을 제외하고. 그 분은 브리핑이 어떻게 됐는지에 대해선 완벽히 파악하고 있었지만, 르메이 장군 집무실에서 어떤 일이 있었는지 알고 싶어했습니다.

 


I described my visit to General LeMay's office making the added comment: "You know, General. General LeMay wanted to reassure me that my Air Force career wasn't ended. He didn't have to do that."

전 르메이 장군 집무실에서 있었던 일을 설명드리며 한마디 덧붙였습니다. “총사령관님, 그래도 르메이 장군은 제 공군 커리어에 악영향이 없을거라고 알려주고자 했습니다. 그러지 않아도 됐었는데 말이죠.”

 


[CINCNORAD]'s only retort was a very sarcastic "!!%#!&$@!! decent of him" -- the only time I ever heard [CINCNORAD] swear.

총사령관의 대답은 “아주 씨발 친절한 분이시네”였습니다. 총사령관께서 욕하는걸 목격한 유일한 순간이었죠.

 


Every general officer in NORAD had been called to [CINCNORAD]'s office Friday afternoon about 3 o'clock (Colorado Springs time). They had stayed there until after 8 p.m., calling and talking to people in Washington (General [Smart] complained about missing dinner).

금요일 오후 3시에 NORAD 소속 모든 장성급 장교들이 총사령관 집무실로 호출되었다더군요. 그들은 워싱턴 여기저기 전화하며 8시 넘어서까지 그 곳에 있었습니다. (스마트 장군은 저녁시간을 놓친 것에 대해 불평했다고 하더군요)

 


At some point, [CINCNORAD] (who weighed about 140 lbs soaking wet) had said: "I'm going to wait until I talk with A and then I'm going to Washington and whip that bastard's ass"!

도중에 NORAD 총사령관(끽해봐야 63kg 나가는 분)께서 이렇게 말씀하셨다고 들었습니다. “A 대령한테 직접 얘기 듣기 전까진 참을거야. 그 후엔 내가 직접 워싱턴으로 가서 그새끼를 조져버릴거다!”

 


He was furious! The very idea of someone talking like that to one of his officers!

격노하셨다더군요. 감히 자신 수하의 장교에게 그런 식으로 말하다니!
