Money Changes Everything

When I arrived in Camp Red Cloud, Korea in late November 1972 Park Chung Hee was still in power. Rumor Control said the country was under Martial Law. It was supposedly lifted shortly after I got there but I didn't notice any changes in regards to the restrictions.

내가 1972년 11월 말에 한국 캠프 레드클라우드에 도착했을 땐 박정?희가 집권 중이었어. 소문에 의하면 여전히 계엄령 하에 있다고 들었어. 내가 도착한지 얼마되지 않아 해제되었다 들었지만 내가 겪은 제한사항들은 딱히 바뀐게 없었어.

 

We were using MPC (Military Payment Certificates) at the time and I had exchanged all my greenbacks (American money) at the processing station upon arrival. We were told that we could only use MPC at American military installations and that we would have to use Won (Korean currency) in the cities. In reality many the little clubs in the ville (as we called Uijongbu ) would take MPC. I usually used mostly Won but occasionally I would use MPC in the clubs. Never thought about how the club mama sans eventually got it exchanged in the end.

우린 당시에 군표를 사용하고 있었고, 난 부대 전입하면서 갖고 있었던 모든 달러를 군표로 환전했었어. 군표는 미군 시설에서만 사용할 수 있고, 기지 밖 도시에서는 원화를 사용해야한다고 지시받았지. 하지만 실상은, 의정부(우리끼리의 별명은 ‘마을’)에 있는 작은 클럽들은 군표를 받았어. 난 대체로 원화를 사용했지만, 클럽에서는 종종 군표로 지불했어. 당시에는 클럽을 운영하던 마마들이 그걸 어떻게 환전할지까지는 생각이 미치지 않았어.

 

After I had been there a couple months CRC was locked down one morning before formation. We were informed that all MPC was being changed over to green backs. Each of us had to sign a declaration when we exchanged our cash which stated we had no more MPC in our possession and could exchange no more MPC. After I had exchanged mine I hung out in the motor pool while the process went on. I observed a couple old mamasans just outside the fence holding paper bags stuffed with What I assumed was MPC. One was yelling at me "You change! Keep half!" I tried to explain to her that I had already exchanged mine and couldn't help her. I was apologizing profusely.

내가 도착한지 몇달 뒤, 한 아침 점호 전에 기지 전체에 출입 제한이 걸렸어. 모든 군표를 달러로 환전해야한다는 지시가 내려왔지. 군표를 달러로 환전한 뒤, 우린 더 이상 군표를 소지하고 있지 않으며, 추가로 군표를 환전하지 않겠다는 서약서에 서명해야했어. 군표를 환전한 뒤 난 그냥 차량정비소에서 시간 때우고 있었어. 그러다 기지 펜스 바깥에서 클럽 마마들 여러명이 군표로 가득 찬 것 같아보이는 종이봉투들을 들고 서있는걸 봤지. 그 중 한명은 나한테 소리쳤어 “유 체인지! 킵 하프! (교환해줘! 반은 너 가져!)” 난 군표를 이미 다 환전했고, 서명까지 했기 때문에 도와줄 수 없다는걸 그녀에게 어떻게든 설명하려했지. 몇번이고 사과했어.

 

An old E7 (Yeah, old. He was probably no more than 35 but I was 19 at the time) was watching all this. He walked over and chuckled "Don't feel sorry for them! They know they're not supposed to be takin MPC!" He had probably seen it all before and probably more. I walked away feeling like a heel for every time I used MPC in the ville.

그러다 이걸 지켜보던 한 나이든 중사가 (난 당시 19살이었어, 그 사람은 당시 아마 35살쯤 됐겠지. 나한텐 엄청 나이 많아보였어) 오더니 나한테 이러더라고 “미안해할 필요없어! 저들도 원래 군표를 받으면 안된다는거 알아!” 아마 이런 일이 처음이 아니었을거야. 난 ‘마을’에서 군표를 썼던 모든 순간에 대해 죄책감을 느끼며 자리를 떴지.

 

After a couple of days we went back out to the Las Vegas Club where my platoon (Radio Plt) hung out. The club mamasan was still there. The same club girls were still there. All the same guys still hung out there. The Las Vegas mamasan was still glad to see us. She gladly took our green backs just as she had taken our MPC. I started to understand that these were business savvy people who viewed all this as an acceptable risk. We drank our Crown beer and Peach Oscar and I felt a bit more cavalier about it all and bit more callous. I had expected ruined lives and businesses. Devastated families. But it seemed nothing had really changed...except me.

며칠 뒤 우린 우리 무전병 소대가 자주 들르던 라스베가스 클럽에 놀러갔어. 클럽 마마는 여전히 그 곳에 있었어. 종업원들도 여전히 거기에 있었지. 단골들도 여전히 그 곳에 있었어. 라스베가스 클럽 마마는 우릴 변함없이 반겨줬어. 군표를 받을 때처럼 기꺼이 우리 달러를 받았지. 난 그제서야 이 사람들은, 이 모든걸 감수할만한 위험으로 보는 사업 감각이 뛰어난 사람들이라는걸 깨달았어. 거기서 크라운 맥주, 피치 오스카를 마시며 이 일이 별거 아니었구나라는 쪽으로 생각이 점점 바뀌었어. 난 이 사건 때문에 여러 사업과 삶이 엉망이 되고, 그들의 가족들이 고통스러워할까봐 걱정했었거든.

근데 정작 바뀐건 아무 것도 없었어…나 빼고.
