Memorandum on Security Assurances in connection with Ukraine’s accession to the Treaty on the Non-Proliferation of Nuclear Weapons

The United States of America, the Russian Federation, and the United Kingdom of Great Britain and Northern Ireland,
미합중국, 러시아 연방, 그레이트브리튼 및 북아일랜드 연합왕국은,

Welcoming the accession of Ukraine to the Treaty on the Non-Proliferation of Nuclear Weapons as a non-nuclear-weapon State,
우크라이나가 비핵무기국가로서 핵확산금지조약에 가입하게 된 것을 환영하며,

Taking into account the commitment of Ukraine to eliminate all nuclear weapons from its territory within a specified period of time,
우크라이나의 특정 기간 안에 자국 영토에서 모든 핵무기를 제거한다는 약속을 고려하면서,

Noting the changes in the world-wide security situation, including the end of the Cold War, which have brought about conditions for deep reductions in nuclear forces.
핵전력의 깊은 감축 조건을 가져온 냉전의 종식을 포함한 세계 안보 상황의 변화에 주목하며,

Confirm the following:
다음을 확정한다 :

1. The United States of America, the Russian Federation, and the United Kingdom of Great Britain and Northern Ireland, reaffirm their commitment to Ukraine, in accordance with the principles of the CSCE Final Act, to respect the Independence and Sovereignty and the existing borders of Ukraine.
1. 미합중국, 러시아 연방, 그레이트브리튼 및 북아일랜드 연합왕국은 CSCE Final Act의 원칙에 따라 우크라이나의 독립과 주권 및 기존의 국경을 존중하겠다는 그들의 약속을 재확인한다.

2. The United States of America, the Russian Federation, and the United Kingdom of Great Britain and Northern Ireland, reaffirm their obligation to refrain from the threat or use of force against the territorial integrity or political independence of Ukraine, and that none of their weapons will ever be used against Ukraine except in self-defense or otherwise in accordance with the Charter of the United Nations.
2. 미합중국, 러시아 연방, 그레이트브리튼 및 북아일랜드 연합왕국은 우크라이나의 영토보전과 정치적 독립에 대한 위협이나 무력사용을 삼가며, 그들의 무기는 자위 또는 유엔헌장에 따른 경우를 제외하고는 우크라이나에 대해 절대 사용되지 않을 것이라는 그들의 의무를 재확인한다.

3. The United States of America, the Russian Federation, and the United Kingdom of Great Britain and Northern Ireland, reaffirm their commitment to Ukraine, in accordance with the principles of the CSCE Final Act, to refrain from economic coercion designed to subordinate to their own interest the exercise by Ukraine of the rights inherent in its sovereignty and thus to secure advantages of any kind.
3. 미합중국, 러시아 연방, 그레이트브리튼 및 북아일랜드 연합왕국은 CSCE Final Act의 원칙에 따라 우크라이나의 주권에 내재된 권리의 행사를 자신들의 이해관계에 종속시키고 따라서 어떤 종류의 이익을 확보하기 위해 고안된 경제적 강제를 자제하기로 한 우크라이나의 대한 그들의 약속을 재확인한다.

4. The United States of America, the Russian Federation, and the United Kingdom of Great Britain and Northern Ireland, reaffirm their commitment to seek immediate United Nations Security Council action to provide assistance to Ukraine, as a non-nuclear-weapon State Party to the Treaty on the Non-Proliferation of Nuclear Weapons, if Ukraine should become a victim of an act of aggr.ession or an object of a threat of aggre.ssion in which nuclear weapons are used.
4. 미합중국, 러시아 연방, 그레이트브리튼 및 북아일랜드 연합왕국은 우크라이나가 핵무기비확산조약의 비핵무기국가로서 만약 핵무기를 사용하는 침략행위의 피해국이 되거나 침략위협의 대상이 되어야 할 경우, 우크라이나에 대한 지원을 제공하기 위한 즉각적인 유엔안전보장이사회 조치를 모색 하겠다는 그들의 약속을 재확인한다.

5. The United States of America, the Russian Federation, and the United Kingdom of Great Britain and Northern Ireland, reaffirm, in the case of the Ukraine, their commitment not to use nuclear weapons against any non-nuclear-weapon State Party to the Treaty on the Non-Proliferation of Nuclear Weapons, except in the case of an attack on themselves, their territories or dependent territories, their armed forces, or their allies, by such a state in association or alliance with a nuclear weapon state.
5. 미합중국, 러시아 연방, 그레이트브리튼 및 북아일랜드 연합왕국은 우크라이나의 경우, 핵무기 국가와의 연합 또는 동맹에 의해 그들 자신, 그들의 영토 또는 종속 영토, 그들의 군대 또는 그들의 동맹에 대한 공격의 경우를 제외하고, 핵무기비확산조약의 어떤 핵무기 비보유 조약당사국에 대해서도 핵무기를 사용하지 않겠다는 그들의 약속을 재확인한다.

6. The United States of America, the Russian Federation, and the United Kingdom of Great Britain and Northern Ireland will consult in the event a situation arises which raises a question concerning these commitments.
6. 미합중국, 러시아 연방, 그레이트브리튼 및 북아일랜드 연합왕국은 이러한 약속들에 대해 의문을 제기하는 상황이 발생할 경우 협의할 것이다.

This Memorandum will become applicable upon signature.
이 양해각서는 서명함에 따라 적용이 될 것이다.

Signed in four copies having equal validity in the English, Russian and Ukrainian languages.
유효성이 동일한 영어, 러시아어, 우크라이나어 4개의 사본으로 서명되었다.




나중에 프 중도 같은 내용 각서 채결함


결론적으로 안전보장각서에 우크라 안전을 보장한다는 내용은 있는데 금지한다같은 문구가 아니라 삼가한다 같은 문구로 되어있고, 법적 구속력이 없는, 조약이 아닌 형태로 채결됐다는게 문제인거


우크라 입장에선 네놈들 약속했잖아 하고 울부짖는거고, 채결국들은 그래서? 법적 구속력도 없구만. 루시는 그래서? 내가 삼간다고 그랬지 안 한다 그랬냐? 뭐 이랄 수 있는거임


젤붕이가 확실한 안전보장에 목 매는 이유이기도 한데, 글쎄 과연 될까 싶긴 함
