The U.S. military could suffer unacceptably high casualties and loss of major capital assets in its next conflict. It might struggle to win, or perhaps lose, a war against China or Russia. The United States is particularly at risk of being overwhelmed should its military be forced to fight on two or more fronts simultaneously.


Additionally, it would be unwise and irresponsible not to expect adversaries to attempt debilitating kinetic, cyber, or other types of attacks against Americans at home while they seek to defeat our military abroad. U.S. military superiority is no longer assured and the implications for American interests and American security are severe.



미군은 강대국과의 다음 분쟁에서 감당 불가능한 사상자를 내고 주요 고정자산들을 상실할 것이다. 중국 또는 러시아를 상대로 이기기 위해선 힘겹게 싸워야 할 것이며, 패배할 가능성도 있다. 특히 미국은 두 개 이상의 전선에서 동시에 싸우게 될 경우 압도당할 위험에 처해 있다.


그리고 적들이 해외의 미군들과 싸울 동안 그들은 미국인들을 쇠약하게 만들기 위해 물리적으로 타격하거나 사이버 공격을 가할 것이며, 이런 일이 일어나지 않을 거라 예상하는 것은 어리석고 무책임한 일이다. 미국의 군사력 우위는 더 이상 보장되지 않으며 미국의 이익과 안전 문제는 심각하다.
